Getting people to row hard is difficult sometimes. The fact is that taking it just a little easier leaves you much fresher and only marginally impacts your time. I have no proof that going from comfortably hard to uncomfortably hard drastically affects the training stimulus, but working harder has rarely steered me wrong. Unfortunately for you.
